Inflation peaked at 17.2% in 2022 but has since declined to 4.3% by the end of 2023. It is expected to stabilize around 2.7% in 2024 as global commodity prices and domestic wage pressures moderate. The unemployment rate has decreased to 13.5% in mid-2023, but employment growth is projected to slow in 2024 due to weakening domestic and external demand​.

Montenegro achieved a fiscal surplus in 2023 due to strong tax revenue and lower-than-expected spending. However, a return to a fiscal deficit of about 3.5% of GDP is expected in 2024 as the country increases spending on infrastructure and social programs. Public debt, which fell from a peak of 107% of GDP in 2020 to an estimated 62% in 2023, is expected to gradually increase in the coming years​.
